Urban construction is both an important carrier for implementing the new development concepts and an important fulcrum for building a new development framework. Thanks to the continuous rapid development of China's economy, the urbanization rate in China has increased from 17.92% in 1978 to 60.6% in 2019. Rapid urbanization has caused many problems such as dense population, traffic congestion, increased energy consumption and rising housing prices, and the construction of urban space and the establishment of an efficient operation model along with urban renewal have become urgent needs. The rational planning and development of urban underground space not only meets the strategic demand of building a "resource-saving, environment-friendly and harmonious society", but also promotes the modernization and development of China's cities; through a comprehensive operation mode integrating land planning, development and management, urban resources are integrated and optimized, which will effectively promote the value-added and sustainable development of urban space through an integrated operation model that incorporates land planning, development and management, and urban resources.

In order to promote the new urbanization construction with high quality and explore the modern city with "comprehensive development and operation of urban underground space" as the fulcrum, China State Construction Northwest Regional Headquarters (China Construction Silk Road Construction Investment Group Co., Ltd.), together with Xi'an Jiaotong University, China Society for Urban Science and Research and International Society of the Built Environment (ISBE), will jointly organize The " Summit Forum on Urban Construction and Operation - Xi'an 2021" is scheduled to be held in Xi'an from May 8 to 10, 2021.
